Flying Patrol

Carrero, Bert and Lobato (foreground, left to right) and their captain Roy on the bg. They're from the "Flying Patrol", protectors of major floating islands cities against dragons, cloud sea creatures, pirates, etc.

These 3 on the foreground are assholes though, the shortage of people with "Aero" abilities (think wind powers related to personality) means it's common for members of the patrol to be or become arrogant and corrupt. Bert, the trio's leader, is too scared to even dare be insoburdinate to his captain Roy, which he's quite jealous of. So he takes out on Roy's shy and weaker younger brother Pol, who's a cadet in the troops.
